General By-Law Review Committee · Meeting of July 8, 2026

Mendon's General By-Law Review Committee recommended reappointing two of its own members and kept refining a draft noise bylaw. The panel voted 3-0, with chair Tom and member Joanne Lamont recused, to recommend both be reappointed by the Select Board, preserving the committee's full five-member roster. Members Karen Mead, Mike Byrne and Carl Hummel cast the votes.

Much of the meeting focused on a draft noise bylaw that could set decibel limits and contractor work-hour restrictions; Tom said Vandervalk Winery's loudest events have reached 60 decibels and that enforcement should be measured "at the threshold of the person who's making the complaint" rather than at a property line. Tom said contractors facing new restrictions "turn around and raise the cost to the homeowner." The committee plans outreach to the winery and a local drive-in theater before its July 22 meeting, where it will take up water protection and hazardous materials bylaw language.
